Specialised Master in Human Resources Management

 

Period of Implementation: 2002-2003

 

Project Description

The Master in Human Resources Management was organized and carried out in cooperation with the Department of Sociology of the University of Bologna and the General Directorate of Organization, Information Systems and Telematics of the Emilia Romagna Region. The director of the master was Prof. Michele La Rosa. Plan was part of the Scientific Committee and collaborated to the master organization and to the didactic activities.

The master was designed to meet the emerging educational needs and train executives in the fields of organizational development and analysis; of HR Management, of competences management, of learning organization within the framework of a socio-organizational training aimed at enhancing the role of social skills in a managerial and technical preparation of upper-middle level.

The didactic activities were articulated around lectures, supervised study and simulations, thematic laboratories, seminars, team works and stages. In detail, the master covered the following topics:

  • Organization and work;

  • Organizational planning and analysis;

  • Human Resources Management;

  • Communication and Management;

  • Learning organization;

  • Benchmarking;

  • Competences Management.

Consultancy Services to support the Directorate of the Labour Policies Service of the Province of Modena

 

Period of Implementation: 2002-2010

 

Project Description

In this project Plan provided strategic consultancy to support the Directorate of the Labour Policies Service of the Province of Modena.

Moreover the project aimed at:

  • assisting in re-defining strategies for the organizational development of the Service and of the 6 Centres for Employment in the Province of Modena;

  • assisting in developing a long-term plan for the definition of active labour policies and of service qualification; as well as conducting preparatory studies to analyse the socioeconomic situation of the local labour market;

  • providing training and consultancy services for the professional re-qualification of the personnel of the Provincial Centres for Employment;

  • providing consultancy to assist the Province in interpreting and in implementing the structural models and standards prescribed by the Region on the organization of the Provincial Employment Service;

  • providing consultancy to set up and conduct surveys at regional and provincial level aimed at re-defining the organizational structure of the Provincial Centres for Employment and at improving the quality of the services offered.

Gulliver – Education has got a Project

Period of Implementation: 2004-2006

 

Project Description

The project aimed at launching, on the basis of the Cedefop model at EU level, a wide national programme for the training of trainers that is based on the study visit of excellence experiences. In this project Plan has coordinated the methodological set-up and has conducted the research phase. This research aimed at identifying 100 cases of good training practices in Italy, as far as initial education, apprenticeships, traineeships, integrated vocational training and continuing life-long training are concerned, in order to support the study visits programme and to create communities of practice among trainers. Moreover, Plan has taken care of the methodological set-up of the monitoring system and of its tools, of implementing the databases, of issuing evaluation reports of the project, of organising the study visits from a didactic point of view, and of organising selection of applications.

ARWEN (Assessment and Recognition of Work Experiences and Non-formal learning)

Promoter: COFIMP Emilia-Romagna (the project was financed by the European Union within the framework of the Community programmes Socrates, Leonardo and Youth).

 

Period of Implementation: 2004-2005

 

Project Description

The project, carried out in transnational cooperation with training institutions from France, Spain and Bulgaria, aimed at identifying, at creating and spreading a model for the recognition of competences acquired in non-formal and informal experiences. Young people were the privileged target group of the project, because they have more difficulties in recognizing their competences in comparison to adults. This is mainly due to the fact that their work experiences are often broken and acquired not only in professional fields.

The project, which was divided into several phases, mainly aimed at:

  • creating a set of methodological concepts for the recognition of competences acquired through non-formal and informal learning on the basis of the experiences done in the partner countries;

  • applying the identified concepts and methods to the target group (that is young people with unstable work experience);

  • validating the model and disseminating the results.

Recognition and Validation of Teachers’ Competences

 

Promoter: Isfol on behalf of Cedefop

 

Period of Implementation: 2004-2005

 

Project Description

By analysing the training systems and good training practices, Cedefop aimed at comparing the methodology used by the EU Member States to recognize the competences of teachers and trainers, who are the ones directly responsible for delivering training and education in the different intervention fields (schools, universities, vocational training centres, enterprises, etc.).

A first step of the project was to collect information about the systems, both from a normative and a procedural point of view, and to compare the collected data in a meeting held in Brussels. A second step was to compile an analysis grid, the same for each country participating to the survey, with the most interesting experiences (7 for Italy) and to elaborate a summary report that was presented during a second meeting in Brussels.

The Game between Parties: Increasing Women Presence in the Decisional Roles within the Engineering Industry

Period of Implementation: 2005-2006

 

Project Description

The project, managed by Cofimp (leader of the project), Enfap, Emilia Romagna and Plan, aimed at accompanying and supporting the career paths of women employed at all levels of responsibilities within the engineering industry in Emilia-Romagna, and at increasing women presence in the leading and responsibility positions in this industry. The project can, therefore, be seen as strategic tool aimed at:

  • providing a cognitive framework to the roles and positions held at present by women who operate in the engineering industry in the Emilia-Romagna Region;

  • determining the educational needs of the target women;

  • offering personalised consultancy services in order to promote career paths that are compatible with the development objectives of the employing company;

  • spreading the know how conveyed in workshops and seminars.

In particular, Plan has taken care of conducting the research that has served as background for the entire project, and has carried out the analysis on the learning and educational needs with the necessary tools and survey methods.

Monitoring of Students’ Training Paths in Compulsory Education and in the “Integrated Biennium” programmed by the Emilia Romagna Region

 

Promoter: T&D and Emilia Romagna Region

 

Period of Implementation: 2005-2008

 

Project Description

In cooperation with T&D (leader of the project), Plan contributed to identify a methodology for the monitoring of experimental training paths for students aimed at enabling them to accomplish compulsory education and the right/duty of obtaining education and training in the whole Emilia Romagna Region, as it was stated by the Conference Agreement between State and Regions of the 19th of June 2003. According to the agreement, this will have to be achieved through the integration between school education and vocational training (integrated biennium and triennium).

The project also aimed at implementing the research and interview tools and the reporting schemes, at carrying out statistics and creating graphics from the data received.

Plan collaborated to issue the reports in close cooperation with the Region.

The project was renewed and continued in the years 2007-2008.

Developing a Regional Model of Adult Education

Period of Implementation: 2005-2006

 

Project Description

This project was carried out in cooperation with Irre Emilia-Romagna and with the Department of Education Sciences of the University of Bologna. Plan conducted a research study aimed at developing a regional model of Adult Education, in compliance with section V of the Regional Law 12/2003. The activities carried out in this project are:

  • analysis of the existing institutional and normative references on this matter;

  • analysis of relevant experiences made at international, national and regional level;

  • development of a methodology for the identification of local demand, in order to match it with an appropriate educational and service offer;

  • development of a cultural, technical and scientific model for Adult Education in the Emilia-Romagna Region, also in accordance with the standards prescribed at different institutional levels.

Equal ET - Transition Experiences

 

Promoter: Equal Programme – Emilia-Romagna Region

 

Period of Implementation: 2005-2008

 

Project description

The project aimed at defining, implementing and experimenting ways of transition to work and professional development of disadvantaged young people, in order to fill a gap in the educational system that at present is unable to guarantee adequate support to this group of people.

This project was managed by Plan (key actor) in partnership with several institutions: the Province of Bologna, the Municipality of Bologna, the Personal Services Office of Imola and surroundings, and a temporary joint-venture, led by Ial-Cisl Emilia Romagna, made up of 14 training bodies and social cooperatives. The model, which resulted from the project, will be replicable in the Province of Bologna and can be taken as reference in similar contexts.

At the end of the initiative, the following publication was issued: (edited by) Cesare Bentivogli and Deborah Morgagni, Transition Experiences for the Social Inclusion of Disadvantaged Young People, F. Angeli, Milano 2008.

 

The project has been included by the Ministry of Labour, Public Health and Social Policies into the national Catalogue of Best Practices subsidised by the 2000 – 2006 ESF (type of policy: fighting against school and educational dropping out):

Technical Support to the Regional Managing Authorities in defining the Programming Guidelines in the Preliminary and Starting Phase of PORFSE ob.2 2007-20013

Project description

The technical support given to the regional managing authorities, together with T&D in Bologna, aimed at defining the guidelines for labour policies in the new programming period, in compliance with section 3, paragraph 3 of the Regional Law 17/05 and according to the new POR. Plan also provided consultancy and diagnostic support, and assisted in drafting the Agreement between the Emilia Romagna Region and its Provinces on the coordination of 2007/2009 programming for education and labour.

ALI - Comparative Analysis, Guidelines and Diffusion Actions to support Social and Labour Inclusion of Disadvantaged Young People and Adults (Community Initiative Equal II Phase, Action 3 - IT-S2-MDL-804)

Project description

The project aimed at comparing network experiences of the Equal projects of national partners. They were carried out by organizations situated throughout the country in order to deduce guidelines useful for actuator bodies.

By working together with disadvantages people, who are the target group of the Equal programme, it was recognized that the cooperation between all bodies operating throughout the country, at different levels and according to their specific competences, is fundamental for social and labour inclusion.

The project defines the processes, the organization, the key roles and resources involved.

Propeto - Development of Systems for Vocational Teacher Qualification Improvement

Project Description

The project aimed at comparing the vocational training experiences of teachers in the partner countries, at defining common guidelines in order to improve professional competences of teachers and trainers involved in lifelong learning and at developing a training programme for lifelong training tutors to be tested on interested subjects. Plan managed the project together with other actuator bodies coming from Lithuania (project coordinator), Germany, Finland and Romania.

SAA “Educating” PROJECT – Learning Assistance Service - On-line Lifelong Learning System

Period of Implementation: 2006-2008

 

Project Description

Plan took care of implementing and managing the Quality Plan of the Learning Assistance Service (tutoring service for distance learning) within the framework of the national programme for distance learning “Educating” – On-line Lifelong Learning System. This programme is actually meant as the continuation of the national programme for lifelong learning that involved over 80.000 teachers, trainers and social partners’ representatives.

In particular, Plan took care of defining the criteria and quality indicators of the tutoring service for distance learning, of preparing a model for Quality Plan management and of managing the entire reporting activity related to the project quality system.

  • create a methodological framework for the identification, the assessment and the subsequent validation of the experiences acquired;

  • test the methodology on some target candidates;

  • review the framework

Training and Consultancy to support the Project of Re-qualification of the National IAL CISL System

Project Description

The project aimed at carrying out several consultancy and training activities to support the local and national IAL CISL system. The goal of these activities was to face new challenges imposed by continuous change in the education system, to spread an organizational culture, in line with CISL fundamental values, among its regional structures, and to create an integrated network of bodies at national level, able to strengthen the strategic competencies for the development of lifelong, concerted training.

Acquisition of Services to support Social and Work Inclusion for Adult Immigrants at Regional Level.

Period of Implementation: 2008

 

Project Description:

The project is articulated around 8 correlated activities, whose aim was to assist the Region in defining labour pathways useful to support social inclusion and labour placement of immigrants and to facilitate their permanence on the labour market. The activities were:

  1. Analysis of the processes of professional development and of labour integration of immigrants in the regional labour market;

  2. Analysis of the best practices for social and labour integration of foreign-born immigrants;

  3. Implementation and testing of instruments and operating procedures for the delivery of integrated services to support professional qualification of immigrants and facilitate their permanence on the labour market;

  4. Testing of territorial agreements, and of permanent coordination sites and networks;

  5. Development of territorial services, which can be integrated into the local planning, in cooperation with the local authorities and the territorial system for continuing education;

  6. Implementation and testing of operating models for the delivery of integrated services to support labour inclusion of disadvantaged immigrants;

  7. Exchange and diffusion activities of the best operational practices with other significant experiences from EU countries;

  8. Implementation and testing of protocols for pre-training and preparation to the entrance of foreign EU citizens.

Plan concentrated its efforts mainly on activity number 2. It took care of identifying and analyzing the most significant cases at regional and national level, in order to conduct a qualitative benchmarking and to deduce useful elements regarding best practices and their level of replication and transfer.
